Hobbs Bay Marina

As of 1 August 2025 we have officially lodged a Fast-Track Approvals Act 2024 – Referral Application for the proposed Hobbs Bay Marina, proposed adjacent to our residential development located at 5 Daisy Burrell Drive, Gulf Harbour.

This exciting project includes:

  • Approximately 350 marina berths
  • A hardstand area with vessel maintenance infrastructure
  • Dry stack boat storage
  • Marine centre and marina offices
  • Public (membership-based) boat ramp with associated parking
  • Facilities for Coastguard NZ and capacity for other marine-based agencies
  • Protective breakwater

The proposed marina aims to address the critical shortage of berths across New Zealand and support both regional population growth and the strong recreational boating culture of the area. The development is expected to contribute significantly to local and national economic growth, generating jobs across marine services, tourism, and construction.

In addition to improving access and infrastructure, Hobbs Bay Marina will enhance local maritime safety by housing Coastguard NZ and other potential emergency response services, with potential for future designation as a Port of First Arrival.

Sustainability is central to our vision. The design will incorporate wetlands, coastal walkways and recreational spaces will enrich community access to the waterfront, seamlessly integrating the marina into the local lifestyle and enhancing public enjoyment of the coastal environment. Additionally, the Marina shall adhere to the required biosecurity and environmental standards, this can be achieved by integrating the marina harmoniously with its natural environment using thoughtful design and ecological enhancements fostering marine life and setting a new benchmark for a modern marina development.

What is planned for the Hobbs Bay Marina development?

The proposed Hobbs Bay Marina is an exciting new addition to the Whangaparaoa Peninsula. Early concept plans include:

Positioned alongside the existing Gulf Harbour Marina, this development aims to complement the area's vibrant marine culture while enhancing community access and enjoyment.

Why is the project seeking Fast-Track approval?

Timing is key. Once the Hobbs Bay Estate subdivision is complete, constructing the marina becomes significantly more difficult due to limited access for construction equipment. Seeking fast-track approval allows us to act while infrastructure access is optimal and minimise disruption to future residents. This proposal also directly responds to a well-documented need: there’s a serious shortage of boat launching facilities in the area, with long delays at ramps frustrating many local boaties. Our development aims to alleviate this issue while delivering long-term value to the Auckland boating community.

What approvals are required to build the marina?

We’ve submitted a Fast-Track referral application under the Ministry for the Environment. A team of experienced consultants is working across various disciplines to ensure all environmental, legal, and compliance requirements under New Zealand law are thoroughly addressed.

Will there be public parking and boat ramp access?

Yes. The marina is being designed with trailer boat users in mind. A dedicated membership-based boat ramp will provide an alternative to the congested Gulf Harbour ramp, with ample manoeuvring space and trailer parking to support safe and efficient access.

What will the new beach and public reserve look like?

Inspired by the success of our manmade beaches at Pauanui, Whitianga and Marsden Cove, the Hobbs Bay beach will be a safe and attractive swimming spot for families and locals. Designed as a public asset, this space will encourage community interaction and outdoor recreation year-round.

What is the environmental impact of the marina?

Our expert ecologists have assessed the proposal and advised that the marina will have minimal impact on local marine life and bird species. Environmental management plans are being developed to address any concerns and to ensure the ecosystem is protected throughout development and operation.

Will berths be for lease or purchase, and what will they cost?

Berth pricing and leasing structures are yet to be finalised, as we are still in the early stages of design. Updates will be shared as more details become available.

What amenities will be included at the marina?

Current plans include:


• Marine retail spaces and a café/restaurant
• A public beach and recreational zone
• A possible Coastguard base and spaces for marine services such as Fisheries. A fuel dock is not planned, as this service is already available at Gulf Harbour Marina.

How many boats will the marina accommodate and what will be available for boat users?

• 300-340 berths, ranging from 14m to 35m, with some superyacht capacity
• Membership-based boat ramp and trailer parking
• Potential for a hardstand and haul-out area (under consideration)

How will local traffic and infrastructure be impacted?

Traffic and infrastructure assessments have been undertaken by our engineers. Their reports show that existing road networks can accommodate the marina, and necessary upgrades to the local pumpstation will support water and wastewater needs without burdening the current system.

What safety and security measures will be in place?

Security gates and surveillance cameras will monitor main walkways, ensuring berth holder safety. Health and safety protocols will be rigorously implemented, and we’re exploring opportunities for Coastguard to have a base on-site, providing an additional layer of marine safety.

Will the marina be operational year-round?

Yes. The marina will be open and operational throughout all seasons, catering to both summer and year-round boating.

Will there be public parking and boat ramp access?

Yes. Following consultation with Council, it was carefully decided that the marina’s boat ramp will operate under a membership-based model. This approach was considered the most effective way to ensure maintenance is kept to a high standard and traffic flow is well-managed.
